The Federal Government’s Energy Strategy 2050 supports decentralized electricity generation and consumption at the place of production. If several electricity consumers want to use locally generated electricity together, this can be done by joining forces for self-consumption (ZEV). As part of the revision of the law, it will also be possible in the future to use self-consumption across districts with so-called local electricity communities (LEG) and virtual ZEV.

If several electricity consumers want to use locally generated electricity together, this can be done by forming an association for self-consumption (ZEV). Meter configurations in association for self-consumption
The following graphics explain visually what the electricity flows and the positioning of the electricity meters look like with and without ZEVs.

Several electricity consumers can join together to form a common consumer and use the electricity produced locally together. To do this, they form a community of interests and appoint a ZEV representative. The ZEV representative organizes the billing of the energy drawn from the public power grid and the energy produced locally to the consumers within the ZEV. All of the services required for this can optionally be obtained from IBC
In order for a ZEV to be founded, a number of points must be taken into account.
Before the merger, the parties involved (owners, tenants, etc.) must agree on the merger. If necessary, the contractual relationships must be adjusted.
The property owners appoint a ZEV representative.
The property owners apply to IBC to establish the ZEV three months before the start of operations using the form below, and state in it which participants are waiving the basic supply (regulated tariff) and joining the ZEV community.
ZEV applicationFrom the date of commissioning, the ZEV is considered a single customer by IBC. The landowners are responsible for all matters within the ZEV, such as:
Several landowners and/or tenants/lessees join forces.
The production output of the system must be at least 10 percent of the ZEV’s grid connection capactiy
The electricity produced by the system must be consumed without using the distribution network.
ZEV billing may only be started once a production system (PV system) is in operation.
